"Gen. Washington's letter to the President of Congress on the surrender of the British army under Lord Cornwallis is truly characteristic. The whole substance is comprised in the few words that follow ....[quote from the letter, dated Oct. 19, 1781]: "I have the honor to inform Congress that the reduction of the British army under the command of Lord Cornwallis is most happily effected ...".
