Campbell argues here in support of Kitchener's call for a standing Australian army of 120,000 "at war strength" and for the primacy of "Home Defence". He was strongly opposed to a voluntary army, and pushed aggressively for universal adult military training.

Contents include much specific data on army and navy strength; an analysis of potential threats (including Japan); objectives of an enemy; infrastructure already in place; conditions of employment and location of an Australian army; Defence of Sydney; and Mobile Columns.

Previous owner signature at top of front wrapper, "Capt. Stokes". This is likely Sydney William Stokes (1887-1972) who began work in the Australian Intelligence Corps in 1910. In 1914 he was promoted to captain in the Intelligence Section and was censor for New South Wales. Throughout the war he sought evidence of espionage and trading with the enemy.
