In Gov. Tompkins' address to the Assembly dated November 1, 1808 he notes the meeting of the Legislature to elect presidential electors; decries the use of capital punishment; discusses the erection of the State Arsenal and fortifications and defense construction in New York City; and reiterates his support for keeping the US out of European "blood and warfare". Tompkins anticipated the War of 1812; as a war governor he is credited with effectively defending the borders of the state.
